I have served two terms on the Board of Directors of the Vanier Business Improvement Area and volunteer as a youth mentor with Junior Achievement Canada. I contribute to community safety initiatives through leading the Neighbourhood Watch program and serving as a director with the Ottawa Safety Council.</strong></span></p><p><span style="color: var(--color-text); text-decoration-color: var(--color-text);"><strong style="color: var(--color-text); text-decoration-color: var(--color-text);">I am a small business owner and community builder, recognized as Entrepreneur of the Year in 2024. I also hosted a community roundtable that brought together residents, employees, business owners, and stakeholders to discuss the impacts and identify practical solutions. The feedback was consistent: residents felt the rollout was poorly communicated, businesses were caught off guard, and the impacts on the community had not been fully considered.</p><p>Since launching my campaign, I've knocked on thousands of doors across Kitchissippi. Paid parking continues to come up in conversations with residents across the ward. Many people still have concerns about parking costs, ticketing, spillover parking on residential streets, and the impact on local businesses and neighbourhoods.</p><h2>What I'm Hearing</h2><p>Residents have told me about increased parking costs for visitors, confusion over inconsistent parking signs, and more traffic spilling onto residential side streets.</p><p>Business owners have told me that customers are frustrated by parking fees and ticketing. Employees who rely on street parking are facing new costs every day just to get to work.</p><p>Many people also feel they were not properly consulted before the changes were implemented.</p><p>Months after paid parking was introduced, many of these concerns remain unresolved.</p><h2>The Numbers Raise Questions</h2><p>The scale of the program is significant.</p><p>Between September 2025 and March 2026, there were 274,857 paid parking transactions in the Westboro and Wellington West area.</p><p>At the current parking rate of $3 per hour, if each transaction represented just one hour of parking, that would amount to more than $824,000 in parking revenue over six months.</p><p>During the same period, the City also issued 8,270 parking tickets. If all tickets were paid at the reduced rate, that would amount to more than $413,000 in fines. At the full penalty amount, it would be nearly $579,000.</p><p>Taken together, that means paid parking fees and ticketing could have represented between $1.24 million and $1.4 million in revenue during the program’s first six months.</p><p>That's a significant amount of money coming from residents, visitors, and local businesses.</p><p>As someone who believes in accountability and transparency, I think residents deserve clear answers about how that money is being used.</p><p>How much revenue is being generated through parking fees and ticketing?</p><p>Where is that money going?</p><p>What improvements are being made in our community as a result?</p><p>These are reasonable questions.</p><p>For far too long, Kitchissippi residents have paid more and received less.</p><p>My campaign is built around a simple principle: Our Fair Share for Kitchissippi.</p><p>Whether it's development charges, property taxes, or parking revenues, residents deserve to know that the money generated in our community is helping deliver better services, better infrastructure, and stronger neighbourhoods.</p><p>If residents and businesses are paying more, they should be able to see the benefits in return.</p><h2>Practical Solutions From the Community</h2><p>Rather than simply identifying problems, residents, businesses, and employees came together at my community roundtable to identify practical solutions.</p><p>The recommendations included:</p><ul><li><p>A 15-minute grace period in paid parking zones</p></li><li><p>Paid parking hours limited to 9:00 a.m. to 5:30 p.m.</p></li><li><p>Consistent parking rates and signage throughout the community</p></li><li><p>Guest parking permits for residents on side streets</p></li><li><p>Temporary employee parking permits during the transition period</p></li><li><p>Delaying parking charges until the arrival of the LRT</p></li><li><p>Free weekend parking</p></li><li><p>Investment in side-street infrastructure to address spillover parking and driveway-blocking issues</p></li></ul><p>These are practical, common-sense ideas that would help balance the needs of residents, businesses, employees, and visitors while supporting our local main streets.</p><h2>Streets for Everyone</h2><p>We don't have to choose between drivers, cyclists, pedestrians, and transit users.</p><p>Whether you walk, bike, drive, or take transit, our streets should work well for everyone.</p><p>That means transportation policies that are fair, practical, and responsive to the realities of daily life. It means recognizing that local businesses depend on customers being able to access our main streets. It means ensuring residents can welcome family and visitors without unnecessary barriers. And it means planning for all forms of transportation, not just one.</p><p>Good transportation policy should help people move around Kitchissippi efficiently. It should support our local businesses, strengthen our neighbourhoods, and reflect the diverse transportation needs of our community.</p><h2>Continuing to Push for Improvements</h2><p>Following the roundtable, I discussed the community's recommendations with the City and encouraged consideration of the practical solutions put forward by residents, businesses, and employees.</p><p>But there is still more work to do.</p><p>As your City Councillor, I will continue advocating for practical improvements to paid parking and sensible policies that reflect the needs of residents, businesses, and employees.</p><p>Kitchissippi deserves a strong voice at the table.</p><p>And Kitchissippi deserves its fair share.</p><p><strong><br></strong></p>

<p><strong>Parking policies should work for everyone. </strong>Based on feedback from a community parking roundtable I hosted, I will work to identify practical improvements such as free weekend parking, short-term grace periods, clearer and more consistent parking rules, resident and employee parking options, and better transparency around how parking revenues are spent. I will also advocate for solutions that reduce pressure on residential side streets and address safety concerns caused by spillover parking.</p>

<p><strong>A responsive and accessible local office starts with communication.</strong> If elected, Subhir is committed to being regularly available to residents through town halls, newsletters, community meetings, and informal coffee chats to ensure every voice is heard. Residents will receive a detailed community newsletter with updates on local events, city developments, infrastructure projects, and important ward news. A modern website with AI-assisted support will help residents quickly get answers to common questions and service requests, reducing delays and improving access to information. More complex issues will be automatically directed to staff for personal follow-up. Dedicated staff will also be available to respond promptly to emails, phone calls, and resident concerns to ensure strong, reliable service for the community.</p>

<p><strong>Safe communities start with strong local connections. </strong><br>I support a community-focused approach to safety, including a Beat Cop / Community Officer model, Neighbourhood Watch initiatives as I've championed in my community, and regular town halls. I will work with residents and community partners to address small crime, discarded drug paraphernalia, and other issues affecting the safety and enjoyment of our parks and public spaces.</p>

<h2>Community Safety</h2>

<p><strong>Kitchissippi urgently needs a new state-of-the-art wellness and recreation facility to meet the needs of our growing community.</strong> While existing centres like Dovercourt Recreation Centre do incredible work, demand for programs and services continues to exceed capacity, with many activities filling up quickly and residents being left on waitlists.</p><p>With major redevelopment projects planned around Tunney's Pasture and Bayview Yards, we have a once-in-a-generation opportunity to secure space for a modern wellness hub that will serve families, seniors, youth, and residents for decades to come. This campaign believes Kitchissippi deserves its fair share of investment by reinvesting revenue generated within our ward back into our own community priorities. Recreation facilities are being planned across Ottawa — it’s time Kitchissippi receives the infrastructure our residents need and deserve. </p><p>More details to come.</p>

<p>Small business owner, community advocate, ethics expert and longtime resident Subhir Uppal has announced his candidacy for City Councillor in Kitchissippi Ward.</p><p>“For the past 15 years, I’ve called Kitchissippi home, and there is no denying that our residents are paying more while getting less in return for their tax dollars,” said Uppal. “It’s time for a new voice—one that will fight for our fair share and bring clear decisions, responsible spending, and real accountability to City Hall.”</p><p>Born and raised in Ottawa, Uppal is now raising his young family in the ward. He holds a Bachelor of Commerce and an Executive MBA from the University of Ottawa.</p><p>He brings a strong mix of business experience and community leadership, having served on the boards of the Vanier Business Improvement Area, the Ottawa Real Estate Board, and the Ottawa Safety Council. Uppal is also an ethics instructor and a youth mentor with Junior Achievement Canada.</p><p>“My parents came to Canada with the belief that you give back to the community that gives you opportunity,” Uppal said. “That sense of responsibility has guided me my entire life.”</p><p>At the neighbourhood level, Uppal has organized park cleanups, supported local food banks, led Neighbourhood Watch initiatives, and participated in poppy drives for the Royal Canadian Legion. He has also worked with residents to address local concerns such as parking and community safety.</p><p>“I learned early on, working at my parents’ corner store, that you earn trust by showing up, working hard, and listening,” he added. “People expect better—and they deserve better.”</p><p>Uppal said his campaign will focus on tackling rising costs, closing service gaps, and ensuring Kitchissippi receives its fair share of city resources.</p>

<p>Turning 40 has me reflecting on the community that has shaped so much of my life: Kitchissippi.</p><p>For the past 15 years, this ward has been home. It’s where my wife and I are raising our family, where I’ve built friendships and community connections, and where I’ve had the privilege of giving back through local volunteer work and neighbourhood initiatives.</p><p>Kitchissippi is special because of its people. It’s the neighbours who look out for one another, the small businesses that give our streets character, the parks and public spaces that bring families together, and the strong sense of community you feel across our neighbourhoods.</p><p>As I celebrate this milestone birthday, I wanted to share 40 things I love about Kitchissippi: the places, traditions, and everyday moments that make this service at the Island Park gas station, especially when they’re still pumping gas in the middle of an Ottawa winter.</strong></p></li><li><p><strong>Friendly neighbours who stop to chat, lend a hand, and genuinely care about the community.</strong></p></li></ol>

<p><strong>Turning 40 </strong>has me reflecting on the community that has shaped so much of my life: Kitchissippi.</p>

Demand for programs and services is already exceeding capacity, with many residents facing long waitlists. I support a new recreation and wellness centre in the Tunney's Pasture/Bayview area that will provide more opportunities for children, youth, families, and seniors to stay active, connected, and healthy.</p>

At the doors, in parks, at local businesses, and on sidewalks, one issue keeps coming up over and over again: transit.</p><p>People are frustrated. And honestly, they have every reason to be.</p><p>In the first quarter of 2026 alone, OC Transpo reported a $7.2 million deficit, largely driven by declining ridership and lower-than-expected fare revenue. At the same time, residents here in Kitchissippi experienced more than 1,000 cancelled bus trips in January.</p><p>Think about what that actually means.</p><p></p><p>That’s a thousand buses that didn’t show up to take people to work. To school. To medical appointments. To childcare pickups. To see family and friends.</p><p>Transit isn’t just about moving people around the city. For many residents, it’s how they live their lives.</p><p>Kitchissippi is a transit-oriented ward. We have two major LRT stations serving our communities, and many residents rely on public transit every single day. But if buses and trains are unreliable, people will stop using them. And that’s exactly what we’re seeing happen.</p><p>If we want better transit, we need more ridership. And if we want more ridership, we need to make transit easier, more reliable, and more affordable.</p><p>One of the biggest frustrations I hear about is the <strong>technology.</strong></p><p>The current OC Transpo app simply isn’t good enough. Real-time tracking is inconsistent, the map feature is difficult to use, and too often people are left standing outside wondering whether their bus is actually coming.</p><p>That uncertainty matters.</p><p>It’s one thing for a bus to be delayed or cancelled. It’s another thing entirely to be standing outside in -40 degree weather with no idea where your bus is or when it might arrive.</p><p>We can do better.</p><p>When I lived in Sweden in 2008, transit apps already showed the real-time location of buses. You could actually see where your bus was and plan your trip properly. That removed the guessing game entirely.</p><p>If cities were doing this nearly two decades ago, Ottawa should be able to deliver that level of service today.</p><p>We also need to rethink how we charge for transit.</p><p>Right now, many short trips cost almost as much as long commutes. That discourages people from using transit for quick urban travel within communities like Kitchissippi.</p><p>Many cities across Canada and around the world use <strong>distance-based fares</strong>, where people pay based on how far they travel. I believe Ottawa should seriously explore a similar model.</p><p>My proposal would create transit zones where shorter trips cost less. The less distance you travel, the less you pay.</p><p>Importantly, this would not mean increasing fares for residents traveling longer distances. Instead, it would create lower-cost options for shorter urban trips and encourage more people to choose transit over driving.</p><p>Take a simple example.</p><p>On a weekday, a Kitchissippi family of four with two adults, one twelve-year-old and one five-year-old would pay $10.25 for a one-way trip to the Rideau Centre on OC Transpo using Presto fares. Add in a return trip a few hours later beyond the 90-minute transfer window, and suddenly that short trip costs $20.50.</p><p>At that point, many families understandably decide it’s easier and cheaper to drive.</p><p>That’s a problem.</p><p>We should be encouraging transit use, especially for short trips within the urban core. Lower fares for shorter distances would help increase ridership, reduce traffic congestion, and get more cars off the road. Any initial loss in fare revenue could be offset by bringing more riders back into the system.</p><p>Transit should work for residents.</p><p>It should be reliable. It should be affordable. And it should make life easier, not harder.</p><p>Kitchissippi deserves its fair share when it comes to transit investment and service reliability. As your councillor, I’ll continue pushing for practical solutions that improve the everyday lives of residents.</p><p>Let’s get transit moving again in Kitchissippi.</p>
